Reenactor Participation & Overnight Camping Requirements

Applicable to all reenactor units participating at the 2026 Pistons & Props Airshow, Southern Wisconsin Regional Airport.

1. Eligibility & Insurance Requirements

a. Reenactors must belong to a formal, recognized group or organization. Individual reenactors will not be accepted.

b. Each group must carry general liability insurance and provide a certificate naming:
   i. Propel Forward Inc.
   ii. Southern Wisconsin Regional Airport/Board / Rock County

c. Each unit must submit an overnight roster listing all participants who will be staying after hours.
   i. Only individuals on this roster are permitted on airport property after gate closure.

d. A designated Unit Leader must be appointed for each group, responsible for:
   i. Rule compliance
   ii. Emergency coordination
   iii. Daily check-in/out according to the times put in place by PnP
   iv. Communication with designated event staff (Not any volunteer)

2. Weapons, Ammunition & Display Rules

a. No live ammunition, blank ammunition, replica ammunition, pyrotechnics, sound charges, explosives, or ignition devices are allowed anywhere on airport property at any time, regardless of intended use or not.

b. Vehicles, quarters, and equipment are subject to search by PnP designee to verify compliance and safety.

c. No discharge, brandishing, or active demonstration of weapons is permitted unless specifically approved by event staff as part of a controlled static display.

d. Weapons may not be handled in ways that simulate combat, firing, or aggressive postures during event hours.

3. No Political Displays

a. No current, past, future, satire, nonfictional, or any other type of political displays are allowed of any kind at any time. Exceptions — WW2 or similar Allied advertisements are allowed. Additional exceptions are approved on a case-by-case basis and must be pre-approved.

4. Camping, After-Hours Access & Curfew

a. Reenactors must complete camp setup during designated pre-event setup hours only.

b. Reenactors will not leave the designated campsite perimeter during "Lockdown Hours." Violating this policy will result in the immediate removal of the individual(s) from the property.
   i. Those removed will be refused reentry until approved by the Pistons and Props Executive Board in conjunction with the Southern Wisconsin Regional Airport Authority.
   ii. Those who are removed will be unable to collect equipment and/or personal effects until lockdown hours are completed and the individual(s) are escorted back onto the property and to the campsite by Pistons and Props security and a Pistons and Props leadership designee.
   iii. Those found in violation may be subject to fines and penalties, including trespassing, determined by Southern Wisconsin Regional Airport Authority Enforcement.
   iv. If there are multiple violations, the registered group that the individual(s) represent may be removed as a result of the actions of its members.
   v. If deemed necessary due to significant or multiple violations, the airport may revoke access to all reenactors without a warning.
   vi. Exemption to "Part 4.b" will only be allowed in emergencies, which constitute an "Immediately Dangerous to Life or Health."
       1. If reenactors leave the campsite perimeter with or without the qualified exemption, the PnP designee will be contacted upon the first available opportunity.

c. Outside of Lockdown Hours: Reenactors will be allowed past the Campsite perimeter, although still subject to restricted areas, see "Part 13: Airport Security and Restricted Areas."

d. Quiet hours are in effect from 10:00 PM to 6:00 AM.
   i. See "Part 7. Electrical Use"
   ii. No loud tools or amplified sound

e. Notice: This remains an active airport after event hours. Aircraft may move at any time without advance notice, and reenactors must yield to aircraft operations at all times.

5. Vehicles & Parking

a. No reenactor vehicles may enter or drive within camp or display areas during event hours.

b. After unloading, all vehicles must be parked in designated reenactor parking or display areas.

c. Period vehicles remaining in camp must be approved in advance by event staff.

6. Fires, Cooking & Fuel Safety

a. No open fires, campfires, bonfires, or general flame sources are permitted.

b. Camp stoves will only be permitted, and must only be used in the designated cooking area for cooking only.

c. A fire extinguisher must be placed:
   i. One valid-in-date 10 lbs ABC fire extinguisher (per 10 individuals) must be clearly marked and available to each member per registered group within their campsite.
   ii. Within the cooking area

d. No tents may be set up within a 25 ft radius of the cooking area.

e. No storage of fuel containers (propane tanks, gasoline, white gas, etc.) inside tents or near structures. Only small canisters used for camp stoves are permitted.

7. Electrical Use

a. No personal generators unless explicitly pre-approved in writing.
   i. Extension cords must be outdoor-rated and kept clear of walkways.
   ii. Generators are permitted only upon request and with individual approval.
       1. Only one generator is allowed per registered group.

8. Minors

a. No minors under the age of 18 may remain on airport property after hours, regardless of supervision.

b. Registered Minors may participate during event hours only.
   i. A registered guardian must accompany minors under the age of 16.

9. Aircraft Interaction Rules

a. Reenactors may not touch, board, enter, move, lean on, or interact with any aircraft at any time without the aircraft owner present and granting explicit permission.

b. No aircraft may be used as props or backdrops after hours.

c. Reenactors must remain clear of all aircraft movements.

10. Trash, Cleanliness & Environmental Rules

a. Camps must follow "leave no trace" principles.

b. All trash must be collected, bagged, and removed daily.

c. No disposal of greywater, food waste, grease, or liquids on grass, pavement, or drainage systems. (Following the "Pack in, Pack out" concept.)

d. All waste must be taken to designated disposal points.

e. Campsites must be fully restored to their original condition upon departure.

f. Registered groups are subject to restoration and/or restitution of any damage to grounds, property, etc., done by their group members.

11. Check-In, Check-Out & Accountability

a. The Unit Leader must check the group in upon arrival and out on departure with the designated PnP personnel.

b. Event staff may conduct periodic inspections for compliance.

c. Any rule violation may result in:
   i. Removal from the event
   ii. Revocation of camping privileges
   iii. Denial of participation in future years
   iv. Liability for damages or fines

12. Emergency Procedures

a. Reenactors must follow all airport and event emergency procedures.

b. In case of:
   i. Lightning
   ii. Severe weather
   iii. Aircraft emergency
   iv. Fuel spill
   v. Medical emergency
   reenactors must relocate to the designated shelter area located at the Airport Terminal.

c. Unit Leaders must ensure all group members are accounted for.

d. As a result of an emergency procedure, members may be instructed to dismantle, secure, relocate, or abandon equipment with or without assistance.

13. Airport Security & Restricted Areas

a. Reenactors may not enter any:
   i. Secure zones
   ii. Airside operational areas
   iii. Taxiways
   iv. Runways
   v. Hangars (unless specifically invited)
   vi. Aircraft staging zones

b. Violating airport security areas is grounds for immediate removal.

14. Alcohol Policy

a. No alcohol is permitted outside of legally approved beverage service hours or approved alcohol zones.

b. Alcohol may not be consumed in reenactor camps after hours.

15. Media & Photography

a. Participation grants Propel Forward Inc. and its partners permission to photograph or film reenactor units for future event marketing and archival purposes.

Acknowledgment & Agreement

By signing below, the Unit Leader acknowledges that they have read, understand, and agree to comply with all rules, requirements, and policies outlined in this document on behalf of their reenactor group and all group members. The Unit Leader agrees to communicate these requirements to all participants and to enforce compliance.

Failure to comply with these requirements may result in removal from the event, revocation of camping and participation privileges, denial of participation in future years, and financial liability for damages or fines.

Organizer's Right to Approve Participation

Participation by any reenactor group or unit is subject to the prior review and approval of Pistons & Props event management. Event management reserves the right, in its sole discretion, to accept or deny any application for participation, or to revoke previously granted approval, at any time and for any reason.
